If you receive the above error message from eBay this simply means that the category you have selected is a 'branch category' meaning you need to select a lower level category as pictured below.
Image 1 shows a branch category, meaning it has other category options below it
Image 2 shows a lowest level category, you can select this type as your category when listing.
